A meeting of the Board of Park Commissioners has been scheduled on TUESDAY, July 6, 2021 at 6:30 pm Lynn Police Station Community Room.

 Commissioner Babbitt opened the meeting at 6:30 pm and called the meeting to order.
 MOTION made to ACCEPT the Minutes of Tuesday, June 1, 2021 meeting by Commissioner Gomes and 2nd by Commissioner Gatlin.  MOTION PASSED
AGENDA
  1. John Moberger, City of Lynn Community Development request approval PARC Grant improvements
    1. Removal of old dangerous concrete bleachers, site improvements and plantings
John Moberger present.
John Moberger stated bleacher will take the full budget, as 8-10 years ago was quoted approx $300,000.00.  Commissioner Gatlin asked what the timeline would be. John Moberger stated approximately one year from now.   
 Motion to APPROVE request by Commissioner Gatlin and 2nd by Commissioner Gomes.  MOTION PASSED

  1. Jeff Newhall, St. Mary’s High School, requests installation of dock at Sluice Pond
Will Goldenheim, SMHS Crew Coach present.
Seasonal 10ftX56ft dock to be installed along with signage at the left side base of the ramp.  Dock donated to SMHS, will also be used by KIPP.   Commissioner Gatlin questioned if the Conservation Committee had to be notified.  City Att. Jim Lamana, sid Harbor Master controls seasonal docks.  Permanent docks would be the Conservation Committee. Park Commissioners questioned liability of use by the public.  The area in question is between 0-3ft deep.  Diving and public use would be discouraged by signage.  The Park Commission would like SMHS to maintain a yearly approval of the dock installasion. 
 Motion to APPROVE request by Commissioner Gomes and 2nd by Commissioner Gatlin.  MOTION PASSED

  1. Counselor Rick Starbard requests demolition of Keaney Park Clubhouse
Ward 2 Counselor Starbard present.
Counselor Rick Starbar has received complaints form Keaney Park Field users building is a nuscesns. The building is full of asbestos, collects trash, and has had fire and break ins.  Counselor Starbard requested that  ISD demolish the building as soon as possible.  
 Motion to APPROVE request by Commissioner Gatlin and 2nd by Commissioner Gomes.  MOTION PASSED

  1. Counselor Rick Starbard and Dan Johansson request a Memorial for Ashley Floyd Keaney Park
Ward 2 Counselor Starbard present. 
In honor of Ashley Ford who recently was killed in a car crash, Counselor Starbard and East Lynn Little league would like to place a 12X18 metal plaque with Ahley’s picture on the softball diamond closest to Adam St Ext. behind home plate. Ashley was an avid softball player for ELLL and KIPP who played catcher.  
 Motion to APPROVE request by Commissioner Gatlin and 2nd by Commissioner Gomes.  MOTION PASSED

  1. Rich and Helen Fortucci request a Memorial for Mayor Chip Clancy at Lynn Woods
Rich and Helen Fortucci present.
The Fortucci Family requested a memorial in Lynn Woods honoring Previous Mayor Chip Clancy.  Park Commission Chairman Steve Babbitt would like to see the memorial be in the form of a living tree, Penny Brooke Road side of Lynn Woods.  
 Motion to APPROVE request by Commissioner Gatlin and 2nd by Commissioner Gomes.  MOTION PASSED

Mr. Montague requested use of alcohol at his event.  Stated a small beer area with beer and bartender donations.  The Park Commissioner denied the request of use of alcohol, as there is no alcohol allowed in parks and allowing this would open up for more requests.

  1. Att. Jim Lamana and Dog officer J.R Ploude discuss on rules and regulation of Dogs in City Parks
Att. Jim Lamana and Dog Officer Ploude present.
Discussion on the issues of dogs in parks.  Little leagues field vote for “No Dogs in Parks” passed in 2016.  Further action may need to be taken as residents around Kiley Park continue to use the Little League area which is locked as a dog park, not cleaning up after them.  Signage is posted on and around these areas. 
Dog Officer Ploude’s concerns are with  Lynn Woods Leash Laws and fines.  Current fine is only $25.00, which is minimal and no recurring offense fee scale.  
Recently, a child was bit by a dog walker.  She refused to provide any information to the family of the victim.  Stating “It would ruin her business”. 
Chairman Babbitt believes at one time, Park Ranger Dan Small was given authorization to give out tickets to violators of Lynn Wood Lease Law.  this will have to be looked into.
Att. Jim Lamana recommends upping violation fees, signage and Dan Small's right to enforce ticketing.
The Park Commission would like to table for further discussion with LWS, APrk Ranger and DPW Commissioner.
